Deadline: 21–30 days from notice date
Who gets it: Anyone earning above PKR 600,000 annually — salaried, freelancers, business owners, landlords, or anyone with significant bank transactions or property purchases.
What to do: File all pending tax returns through FBR IRIS immediately. Non-compliance leads to penalty under Section 182 and you remain classified as a non-filer — paying 2–3x higher withholding tax on all banking transactions, property, and vehicles.

Section 122 — Amendment of Assessment
What it means: FBR proposes to increase your tax assessment. FBR believes your declared income is understated or that additional tax is owed beyond what you filed. Under Section 122(9), you have a legal right to be heard before any amendment is finalised.

Section 111 — Unexplained Income or Wealth
What it means: FBR has found income, assets, or expenditure that cannot be explained by your declared income sources. FBR’s AI system cross-references your CNIC with bank deposits, property purchases, vehicle registrations, utility connections, and customs data. Any mismatch triggers Section 111.
Common triggers:

Section 214C — Random Audit Selection
What it means: Commissioner Inland Revenue has selected your return for random audit. This does NOT necessarily mean you have done anything wrong — it is a statistically random selection. However, it requires full cooperation and proper documentation.
Deadline: As specified in the notice
What to do: Cooperate fully, provide all requested documents. Random audits typically resolve quickly with organised documentation and a professional response.
Section 182 — Penalty Notice
What it means: FBR has imposed a specific penalty for a violation — late filing, failure to deduct/deposit withholding tax, incorrect return filing, or failure to maintain required business records.
Deadline: 30 days to pay or formally contest
What to do: If the penalty is unjustified, file a formal objection with explanation and evidence. If justified, apply for penalty waiver or reduction. Many FBR penalties can be significantly reduced or completely waived through a proper waiver application under the Income Tax Ordinance.

Section 161 — Withholding Tax Audit

Section 140 / 146 — Recovery and Demand Notice
What it means: FBR has finalised an assessment and is formally demanding payment of the assessed tax. This initiates FBR’s legal recovery process. If ignored, FBR can attach and freeze your bank accounts, seize and sell your assets, and initiate criminal proceedings under the Income Tax Ordinance.
Deadline: Immediate — do not ignore even for a single day
What to do: If the demand is correct — pay immediately. If disputed — file a stay application before an Appellate Authority AND file an appeal simultaneously. The appeal suspends recovery during proceedings.

Section 120 — Defective Return Notice
What it means: FBR’s system has identified defects in your filed income tax return — missing mandatory information, mathematical errors, incomplete wealth statement, or mismatched data.

What to do: File an amended and corrected return through IRIS with all required fields complete. Failure to correct within the deadline means your return is treated as invalid — as if you never filed.
Section 116 — Wealth Statement Notice
What it means: FBR requires you to file or update your wealth statement for a specific tax year, showing all assets, liabilities, and full reconciliation with your declared income.

What to do: Prepare a complete, accurate wealth statement. Any unexplained increase in net worth between years is taxable under Section 111. The wealth statement must reconcile all assets with your income sources.
Section 165 — Withholding Statement Notice
What it means: FBR requires you to file a statement of all withholding taxes collected or deducted during the tax year from payments you made.
Deadline: As specified in the notice
What to do: Compile all WHT data and file the required statement through IRIS. This is a compliance requirement for all prescribed persons under the Ordinance.
Section 175 — Production of Documents
What it means: An FBR officer formally requires you to produce specific documents, books of accounts, or business records for inspection at a specified time and place.
Deadline: Usually 7–15 days — very tight
What to do: Provide precisely what is requested — nothing more. Do not volunteer additional information. Bring originals and keep copies of everything you submit.
Section 176 — Notice for Information
What it means: FBR formally requires specific information or explanation regarding your tax affairs, income sources, or particular transactions that FBR has flagged.
Deadline: As specified in the notice
What to do: Respond in writing through IRIS with accurate, factual information backed by documentary evidence. Never guess or estimate — only state what you can prove.
Section 138 — Show Cause Notice Before Assessment
What it means: FBR intends to raise a formal tax assessment and is legally required to give you one last opportunity to be heard before doing so. This is a critical last-chance notice.
Deadline: Respond by the hearing date in the notice — this is non-negotiable
What to do: This is your final opportunity to prevent an adverse assessment. Attend the hearing with complete documentation and a formally prepared response. Missing this hearing results in ex-parte assessment — FBR proceeds entirely without your input.
STRN Suspension / Sales Tax Notice
What it means: Your Sales Tax Registration Number (STRN) has been suspended by FBR or you have received a notice regarding sales tax compliance — late filing of sales tax returns, incorrect return, under-declaration of sales, or failure to deposit sales tax collected from customers.
Deadline: Immediate action required — STRN suspension means you cannot issue valid sales tax invoices
What to do: File all outstanding sales tax returns immediately, pay all outstanding sales tax with default surcharge, and file a formal reinstatement application. Every day of STRN suspension disrupts your business operations and supply chain.

Section 48 — Third Party Recovery
What it means: FBR has issued instructions to a third party — your bank, employer, or business debtor — directing them to pay FBR directly from amounts owed to you. If you receive this notice, your bank account may already be under instruction to withhold funds.
Deadline: Emergency — act within hours, not days
What to do: Contact your bank immediately. File a formal stay application with the Appellate Authority. If the underlying tax demand is disputed, file an appeal urgently — the appeal automatically creates grounds for a stay of recovery proceedings.
Commissioner Appeal — Section 127
What it means: This is YOUR right, not an FBR demand. Section 127 gives you the right to appeal any FBR assessment, order, or penalty decision you disagree with to the Commissioner Inland Revenue (Appeals).
Deadline: 30 days from the date of the order you want to appeal — after this, you lose your right of first appeal
